Hydrant Flow Test User GuideContents
Navigating and Locating Information
Navigating The HFT application consists of a navigational panel on the left and a working area on the right. The default, or Main, view of the navigational panel is used to query hydrants and tests. You can switch views in the navigation panel by clicking the Main, Reports, and Admin links. These links are toggles for each of the sections. You can turn each section on or off by clicking these links. Locating Information You locate existing Hydrants and Flow Tests by using the Search field on the Main section of the menu. Enter your search criterion and click one of the radio buttons to indicate what type of value you are using. Then click the Query button. You can also find all hydrant tests within a given city by clicking the Yes radio button in that section and selecting the city from the pop-list. If only one hydrant matches your search criterion, you will be taken directly to the Details page for the hydrant. You can go to the Test details by clicking the Most Recent Flow Test link at the top of the page. If multiple records match your search criterion, you will see a list of the matching records and tests. Click the Test link to go to the test details page. Note: If you are logged in as an HFT User, test details will be an updatable page. Otherwise, the page is read-only. The read-only page contains more related information than the update page. If you are searching HFT for information rather than to update, log out as an HFT user. Hydrants
Hydrants enter the system through the Mapping database, so no interface is provided to add new hydrants to the system here. Updating To update a Hydrant, locate it using the main query pages. On the results page, click the button to go to the edit page. The Edit page shows all updatable fields for the hydrant. Enter the values you wish to change and click the "Save" button. Outlet Information Hydrants have 1 to 3 outlets. To enter or edit Outlets for a hydrant, click the "Edit Outlets" link from the Hydrants edit page. You will see a list of the current Outlets for the hydrant. You can add new Outlets by clicking the Add New link at the bottom of the list. You can edit or delete an Outlet by clicking the Outlet number link. To delete an outlet, click the Delete link at the bottom of the Outlet Edit page. Hydrant Flow Tests
Hydrant Flow Tests are performed by either a Fire Agency or a District Agency. They will involve one or more Hydrants and may be associated with one or more Reservoirs or Pumping Plants. Adjacent Pressure readings may be taken from one or more hydrants or hose bibs. Entering New Tests To enter a new test, click the Enter New Flow Test link on the main menu. Enter the date and time, who performed the test, and any comments. To record a Reservoir, click the "Add Reservoir" button. Enter the Facility GN of the reservoir. If you do not know the Facility GN, you can enter the first few characters of the reservoir name in the next field and click the "?" button. Choose the reservoir from the pop-up list by clicking its link. Enter the reservoir elevation. If more than one reservoir entry is needed, click the "Add Reservoir" button again. Enter Pumping Plant information by clicking the "Add Pumping Plant" button. Enter or look up the Facility GN of the Pumping Plant. Enter the Flow, Discharge, and Suction values. If more than one pumping plant entry is needed, click the "Add Pumping Plant" button again. Click the "Add Flow" button to enter flow test results. Enter the Hydrant Number for the test. If more than one Hydrant has this number, a pop-up list of possible hydrants is shown when you tab out of the field. Click the link of the correct hydrant. To keep the pop-ups to a minimum, or shorten the list, enter the map numbers before entering the Hydrant Number. Enter the test result values and select Y or N for each of the pop-lists. If more than one flow test entry is needed, click the "Add Flow" button again. Add Adjacent Pressure readings by clicking the "Add Adjacent Pressure" button. Select the device type, enter the Hydrant Number (pop-up for duplicates again), the adjacent static and residual values and the nearest address. If more than one adjacent pressure entry is needed, click the "Add Adjacent Pressure" button again. When all entries are completed, click the "Save Changes" button. The "Reset Inputs to Original Values" button will return the form to its original state. The "Discard Changes - Start Over" button restarts the form from scratch (almost the same as the Reset button). Updating Tests Once you have queried a test, the details page will be updatable if you are logged in. Updating is much like adding a new test. You can change existing values, or add new related records by clicking the "Add" buttons for each section. Click the "Save Changes" button to save your changes. Deleting Tests If no related information has been entered for a test, a yellow button with a red X will appear in the first section. Click the button to mark the test for deletion. A message will appear in place of the button to indicate that the record is "Marked for Deletion". The record is not actually deleted until you click the "Save Changes" button. If related information has been entered for a test, the test cannot be deleted. However, the related changes can be marked for deletion by clicking the red X buttons in each section. If the test really needs to be deleted, mark all the related information for deletion and click the "Save Changes" button. The related records will be deleted and the page will reappear with a red X to delete the test. Calculating Measured Flows
The Discharge (GPM), PSI(20), and FD(20) values are recalculated automatically when the Static, Residual, Pitot, Orifice values are entered or changed. The PSI(20) value will remain blank until an Adjacent Pressure entry with Static and Residual values has been entered. Entering or changing these values will automatically calculate the PSI(20) value. Besides changing these field values, you can manually recalculate the Discharge (GPM), PSI(20), and FD(20) values by clicking the Update Measured Flows button. If the fields cannot be calculated automatically, they will remain blank and you will have to fill them in manually. Hydrants In/Out of Service
To take a hydrant out of service, put one into service, or retire a hydrant from service, first locate the hydrant using the query features, then click the button. The "Hydrant In/Out of Service" page will appear. The top section of the page shows reference information including the current status of the hydrant. The second section allows you to change the status of the hydrant. If a hydrant is currently in service, you can take it out of service or retire it from service. If it is currently out of service, you can put it into service or retire it from service. To take a hydrant out of service, enter the date and time, select a cause, edit or enter the entry person or requestor, and enter a comment. When taking a hydrant out of service, a comment is required. If a lock cap was installed on the hydrant, select Y from the poplist and enter the date the lock cap was installed. If a fire agency was notified of the outage, select the agency, enter the contact name and phone number, date and time. A comment is optional. When complete, click the Save button. Putting a hydrant into service is the same except that a cause is not required and the poplist does not appear. Retiring a hydrant from service is the same as taking it out of service. If a hydrant is taken out of service incorrectly, you can put it back into service or even change its status to Out of Service to correct the problem. Reports
Click the Reports link at the top of the menu to show the Reports section. Fire Department Contacts This report shows active Fire Departments with their contact names, fire chief names, phones and addresses. Hydrants Out of Service All Hydrants that are currently not in service are shown on this report. A second section shows those Hydrants from the first section that are out of service for unauthorized reasons. Outages Map Displays a map showing the locations of all Hydrants currently out of service. Hydrants Not Tested To run this report, enter a number of days and city code. All Hydrants not tested within that number of days for that city will appear on the report. Query Test Results This report lists tests by city, date range, and testing agency. You first select your report criteria, then click the "Submit Query" button. The query parameters are redisplayed with the matching records below. Once a query has been run, a "Print" button appears to print the results. Note: This report is a redevelopment of the original hft200 report.
